This site rocks. Have you considered a power database. You need to post artwork on how these guys look. Maybe you could ask Adrian to be your official artist . -Aneesh

My initial response is that there is some of this in the main text. It discusses some common powers and how they might be handled. Aside from this the open design character write-ups also do some of this. Context of all a characters talents can be quite important.
I could say a fair bit more on the topic, but I'd simple like to ask if you'd be able to elaborate a little on what a power database would look like and perhaps let us know how it would be helpful to you. Then I'll better be able to asses if there is already something that would meet the need.

Due to the fact that powers are often pretty specific to a character... that sample characters would be more useful than a database of powers.

Gload you think so, because this is the route I have gone.
A lot of the detailed description for each talent that I have in the character write-ups in ISSUE 0 and in the Heroes & Villains board, aren't required for folk who are playing the game with their own characters. They now what they mean by their talents, and so would the GM. But for someone to pick up that character and play it, or run it as an opponent, the more detailed description is important.
